I would like to sync just a single folder to one of my PCs, and am wondering if there are any lightweight "mini" dropbox clients capable of doing that?
I know I can use selective sync in the big dropbox client, but it's quite large and this box is resource constrained. It's a Windows client.

Currently, there aren't any official lite versions of the Dropbox desktop application that meet your requirements
There is the Dropbox for Windows S Mode app, however, it doesn't have a local Dropbox folder.
I'll leave this thread open to other users with their suggestions.

Yes, I also think it would be very useful the option of having a lightweight client available. Maybe even a command line one.
