Hey @Roger conry  - thanks for using Dropbox and welcome to the Community!
 

From what I gather you're having an issue with accessing the shared link you included in your post - correct?

 

May I ask if you're getting a specific error and if you can check with the file and link's owner if they have deleted the file or disabled the link from their end perhaps?
