Cannot open files if not connected to network

I'm in the process of transitioning from ShareFile to Dropbox. However, it appears i have found that i am unable to open a file created by another user if my laptop is not connected to the network. With ShareFile it would automatically sync any updated file upon connecting to the network. Is there a setting im missing to achieve the same with Dropbox?

THANKS! I checked on my desktop and I did see a couple of my main folders were not set to MAKE AVAILABLE OFFLINE. I'm sure its the same on my laptop. 

Need more support?
