Cloud Icon without down arrow. What does it mean?

I uploaded a 2.4Gb .mp4 video from my iMac. It has appeared in DB with a cloud icon beside it (no down arrow, just a cloud). I am unable to see it on any of my other devices and can't see it if I log...

I have the same issue sometimes. JUST an outline of a cloud. Usually this applies to a file on my desktop.... and when I relaunch the Finder, the empty cloud is gone.

My cloud outline eventually disappeared and after that I was able to send links to the file. I’m still not sure what it meant.
