Hi Walter,
It only affects this specific Dropbox Paper File. I can create new one's and edit & share these with no problem.

mo36, to clarify, have you tried going to paper.dropbox.com directly in your browser and searching for the doc by title or keywords, instead of using the direct link to the actual document?
If that doesn't work, can you try checking the Doc history to see saved versions of the file and possibly recover from there? Let us know the results
