Error 429 is given for all my download links
After 24 hours, it still doesn't work

The Help Center here: https://help.dropbox.com/files-folders/share/banned-links explains that "If you see Error 429, then the owner of the shared link or file request may have caused too much traffic."
You should probably open a ticket here: https://www.dropbox.com/support
