3TB free space but can't sync with others

What you are seeing is expected behaviour. You have a 3TB account and so YOU can store files to that quota. Others, however, do not and so cannot benefit from it. If they need read/write access to a folder they will also need to pay to upgrade. Your increased quota doesnt benefit them in anyway shape or form.
