Just to confirm, have you also tried these steps to fix your hardlinks and permissions?

Hello there,
As an experiment I EMPTIED the entire Dropbox Folder to my desktop. It synced to my iPad and that Dropbox (on iPad) is also empty.
However, I am still getting alerts saying "Couldn't upload. Give dropbox permission to access this file." (See screenshot.)
Strange behavior!!!
