Do people I invite to shared folders have to have an account to upload?
I have sent shared folders to individuals and many comment that they cant upload because Dropbox is wanting they to have an account or set up a new account - is this correct?

If you're inviting them to a shared folder, yes, they need an account before they can access the folder.
If you just want people to be able to upload directly into your account, use a File Request instead.
