Dropbox blocking access to files ...
I am getting the message "We blocked this link to be safe" when trying to access a link to GIS data put up on Dropbox by a locality here in Virginia. This is data that I have paid for but cannot access. The administrator of the data has tried creating a new link with no success for me. He says this is not a problem that others have reported.

Where is the message coming from? Is it directly from Dropbox? Is it your browser that's blocking the link? Can you provide a screenshot of the exact message?

Note the Dropbox emblem in the upper left hand corner. I get this message irrespective of whether I am logged into my own Dropbox account or not (which I have rarely used).

I queried this issue and came across another community member that had the same problem. It appears that Dropbox reached out to him and told him to contact them directly. So I could not see an actual solution to his problem. My guess is that Dropbox has blocked this site or somehow targeted me for not receiving this data. I cannot contact live Dropbox support directly as I do not have a paid subscription to Dropbox. But I should not have to have a paid subscription to Dropbox to access files that have been shared by another Dropbox user. Should I?

Since it's Dropbox that is blocking access to the file, the file owner would likely need to contact Support as it's their file that is being blocked. If it's excessive traffic like the image suggests as a possible cause (too many downloads), their sharing ability may have been banned.

Thank you. I am in discussions with the source of the data and will suggest that to them.
