I sent a "File Request" to a free account, but the person can't send me large files.
I have a 2TB Pro plan, and I'm sending a "File Request" to a friend which has a free account, but he still can't upload files larger than 2GB in that shared link. And even then, that goes against his free quota. What am I doing wrong? How can I have him upload larger than 2GB files at once against my quota, not his?

They're limited to 2GB max, and the content shouldn't count against their own quota, that's correct.
If you need something else, please let me know and I will be more than happy to help every step of the way.

Ah yes, I have a "Plus" not the "Pro"; and yes, those were the steps I followed.
So, that means they are limited to 2GB max file size, right?
But, that shouldn't count against their quota, correct?I'll ask them to check again, without login first to their free DB account.

A person uploading content to a file request does not need to have a Dropbox account, and even if they do the content shouldn't be utilizing his own quota.
These contributed files will use quota in your account and will contribute to your bandwidth limit for shared links. This is because once the files are submitted they are saved to your folder in your Dropbox account.
Keep in mind that since you're on a Dropbox Plus plan with 2TB, submitters can upload files up to 2 GB each.
Can you confirm the subscription you're using by visiting this page? Also, were these the steps you followed in order to send your file request?
As a test: you can ask your friend to sign out of their Dropbox account, and try to send you files smaller than 2GB to see if they succeed.
