If I understand correctly, you're having speed issues with your uploads both on the Dropbox website and through the desktop app, right?
When it comes to the website, have you tried any other browsers to see if you're able to recreate the issue there?
As for the desktop app, have you noticed if this started happening recently?
Perhaps after some kind of update of the Dropbox app or your OS?
And what is your OS version and Dropbox version and sync status?
You can see the latter by hovering over your Dropbox icon.
