The files shouldn't be edited from the app if there is no edit access. Have you tried to duplicate this behavior on their end to what options they are seeing?

    My current problem is not with the other users its if I log on with an apple device it makes unwanted changes to my pdf files. I will test if this happens on a downloaded version to rule out Adobe.

    Lets close this problem it appears to be adobe related not dropbox. thanks for all the help.
