So, if I understand correctly, the 90GB you added to (I'm assuming) a shared folder, are taking a long time to sync to the other user's computer.
Can they check their Dropbox bandwidth settings, to make sure the download speed isn't limited?

No, it’s already on there computer and already synced but they need to move the folder from the dropbox folder to c drive but when ever we move it the speed is slow, everything else is working fine and moving fine it’s only when you move from the dropbox folder

Does copying or cutting/pasting the folder instead of moving it, give you the same behavior?
