How can I delete my backup files to free up space?
How to delete the backup files, the storage was full because of the backup file

You can do it at www.dropbox.com/backups 🙂

I down graded my drop box account , and I have removed items from my Account, it still says I am over my storage limit . When I look at my storage it says I have 23gb of backup, I can’t find this anywhere in the app or in the web , a search for backup finds nothing, how do I delete it , or even simpler how do I contact customer service and get them to remove this , but I can’t

First off, you’ll need to make sure your Dropbox backup is disabled with these steps.
If your backup files are still taking up space from Dropbox after that, you can go to this page instead and try to delete them from there.
