My referral shows up as 'ineligible' for extra quota

Its inelegibe because of the fact you havent met the requirements of the promotion - which is that it is installed on to a unique computer. As you have uninstalled your own Dropbox and installed theres and then uninstalled again it doesnt meet that requirement. This has been in for a long long time to prevent abuse.

just popping in to share some extra context around referrals from our Community FAQs and provide some links that may be helpful if you're encountering this same issue.
- How referrals work
- Covers "Ineligible" when recipient already has an account or uses the same device.
- “Email already in use” guidance
- Explains that the person may already have an account—review or recover it.
