Fix actions overlay covering up comments in RTL languages
When commenting on a shared file, the comments are being overlayed by the action buttons on hover,
so when hovering to resolve a comment you cant see if its the right comment.
this is only an issue on RTL languages where the text start from the right and the overlay is on the right too.

Agreed! The icons are blocking comments on hover, which is frustrating when you need to copy the text behind the icons.

I cleared the cookies and site data for Dropbox.com before testing this and signed in again. The buttons still show up on hover for me and cover part of the comments:

My icons now disappear if my cursor is not in the comment box, but when it is in there, the icons do still cover text. So, for languages read from right to left, I can imagine how this would be really annoying.

I signed into a private window and the Mark as Resolved, Mark as Unread, and Emoji icons are still showing up when hovering over a comment, making the text behind it unclickable and unable to copy. It shouldn't be a caching issue if I'm using a private window.
