Solved

The new stable version on Windows doesn't sync online-only.

Stable version refuses to sync online-only on a Microsoft Surface 7.  OS Build 26100.3194.

    So I think I was able to solve this.  I uninstalled and reinstalled from dropbox.com (the dropbox installer app) - same issue.  Even after a restart.  But then I uninstalled and installed the app from the microsoft store and that one seems to be working with selective sync.  So for future people on this thread, try using the microsoft store app, not the native one that comes from Dropbox installer!
