Just to make sure we're on the same page, can you let me know how you're uploading your photos and screenshots from your phone?
Are you manually uploading them or are you using the camera uploads feature?
If you open the Dropbox app on your phone, can you access your photos from their respective folders as normal?
As for your storage limit alerts, can you send me a screenshot of what you see in your account settings here?
