Can I save files from Dropbox onto my hard drive to free up space in Dropbox account?
Can I save files from Dropbox onto my hard drive so I can delete from Dropbox to free up space on my Dropbox account? I want to do this so that I don’t have to upgrade my account. Thanks for any advice

Yes. Just download the files locally (i.e. make sure they are 'available offline') and then move out of the Dropbox directory to another folder on your machine.
