Dropbox wants me to upgrade, but I shouldn't need to
I have a Dropbox Basic Account, but when I check online it says I'm using 0% of my storage. All I use Dropbox for is to look at a colleague's file when I need to and occasionally download it.

I just want to make sure you don't have a second Dropbox account that has gone over-quota indeed.

I think you may have hit on the problem Nancy. I'll investigate this other account and cancel it if I can.
