Why am I limited to 1 KB of quota?
Having an issue. How do I resolve?

This is likely due to being part of a team which entered a locked state.
You can follow these steps in order to get out of the locked state in order to use your account again.

How did my account change and get locked? It was always set up as a personal basic. I created the account specifically for this single purpose.

Did you recently join a Dropbox team or join a shared folder which added you to a Dropbox team?
Have you tried leaving the team using the steps provided in my previous message?

No I didn’t. As I mentioned before I created this account specifically to back up my writing and keep it entirely separate from all my other work.
and it appears the only option for me (since I’m team admin) is to upgrade my subscription. 2gb is already far beyond what I will need for my backup so I don’t feel like paying. I have tried activating a trial just so I can sync my files and move them out but I’m encountering a site glitch that won’t allow me to do that either.
for now I’ve moved the current version of my file to a different personal Dropbox, but since I don’t know how this happened I’m worried it will happen again.

If you upgraded to a Dropbox Team trial, and then let it expire, then you would get into a locked state.
As you are the team admin, you could cancel and disband the team from this page, and it would return to a personal plan.

When I follow your link it takes me here. Staring my plan is basic and that my storage is full at 2.27mb.
as I stated before, I made no changes to my basic account. I set it up months ago and haven’t needed to log in because it is strictly used for automatic syncing my writing between devices.
I appreciate your time spent on this matter.

That image also states that the Team account is inactive, which is what Jay said.
So at some point you have joined a Team which was a paid account (or trial) but that has been stopped. Try and follow these steps as has been said to get out of the Team account.

Can someone share the instructions for disbanding or deleting a team? Having a hard time navigating the menus on mobile. Feels like I’m missing something

Thanks so much for taking the time to share this with me. Maybe I’m absolutely hopeless, but I’m not seeing the “review options” banner on my profile. I haven’t seen anywhere that I can disband my team or delete my team profile.
Is it because Dropbox thinks I’ve got an expired trial and I need an active account to cancel? Am I missing something else?
when I pull up the admin console and navigate to the “plan” tab it says my current plan is basic. Photo attached.
am I in the right neighborhood?
