Why has my referral quota been removed, and I'm down to 2 GB only?

My account HAD 7.5 GB of personal referral space and 2.5 GB of other referral space, for a total of 12 GB.  All the extra space is gone now?  I'm down to 2GB?  Why?  I'm getting Can't Sync messages, ...

Could you access this page on your account to view your total quota, and this page for your referrals?

Please let me know what you see on both pages, and if need be, provide a screenshot showing the total quota and referral amounts.
