Why has my referral quota been removed, and I'm down to 2 GB only?

My account HAD 7.5 GB of personal referral space and 2.5 GB of other referral space, for a total of 12 GB.  All the extra space is gone now?  I'm down to 2GB?  Why?  I'm getting Can't Sync messages, ...

In my account, the only one I've ever had
I keep getting messages you've used 12GB of your 2GB, Upgrade now
