Why has my referral quota been removed, and I'm down to 2 GB only?
My account HAD 7.5 GB of personal referral space and 2.5 GB of other referral space, for a total of 12 GB. All the extra space is gone now? I'm down to 2GB? Why? I'm getting Can't Sync messages, ...

For future reference, you don't need to permanently delete files. Deleting them is enough to reclaim that space. Permanently deleting a file will have no effect on your storage space.
