File permissions aren't matching online administrator settings

So, strange thing started happening across all of my user accounts on our Dropbox installations on our Mac OS devices.  When we go to the Admin Console and then go to Settings >Top-level content management, it gives us the following option:

Top-level folder management
Choose to allow all team members to create, rename, move, or delete top-level folders in the team space, or restrict it to admins only.  

We have the setting set to "Everyone". 

 

However, when I go to Finder on my MacBook (or on any of my Mac OS devices) and try to create a folder or place a file in the Top-Level folder or delete a folder, we are unable to do so.  When I right-click on the Top-level folder, it shows that the file folder is "Locked".  When we try to unlock the folder by de-selecting the "Locked" checkbox, it immediately re-locks the folder.  However, when we quit the Dropbox App on the computer, and then re-launch Finder, we can change the permissions and unlock the folder.  But as soon as we re-start the Dropbox App, the Top-level folder once again becomes "Locked" and no changes can be made to that Folder.

    Yes, I did attempt to contact the support team.  But unfortunately, support is not available on the weekends.  Regardless, support did message me this morning, and asked me to attempt to change the flags, ownership and permissions via the Command Line, but that did not work either.  The support ticket number is 24112545.
