Family member getting 'dropbox full' emails
I upgraded my 2TB plan to a Family plan and added my spouse who had the basic free account on their own. They joined the Family Plan and their email address shows up in my settings as being a member....

Are you sure they are to the exact same emails? I'm guessing here that they've accepted with one email but other account is still active with a different. This is especially so with Gmail addresses that allow multiple email addresses to go to one mailbox (eg. by using punctuation before the @ sign or interchanging gmail.com and googlemail.com).
A quick way to test is to put a file in the folder on your computer that you think is in her family account and see if it appears on there's.
