Error when trying to open images on my new desktop

Error when trying to open images on my new desktop

If I am on my laptop or my phone I can go to Dropbox and click on a picture and it opens just fine.  If I try this on my newer Dell Desktop then I get an error message saying Photos can't open this file because the format is currently unsupported.  If I click on a photo not in Dropbox on my desktop then it opens just fine.  I looked on my laptop and I am using Edge and default app is Photos.  My Desktop uses Edge and default app is Photos.  I'm sure it is something simple but I don't know why images won't open on the desktop using the same app.

Can you check the photo has been set as 'Available Offline' ?

Mark,  Thank you so much.  I just clicked my entire photo folder and now everything shows up and I can open in Photos.  I figured it was something simple so you saved me a lot of time and frustration.  Have a great day!
