Prevent external sharing for all users except admins

Regular users should not be able to share externally at all.  We want more control over this feature and ensure all external sharing is managed within the IT department.

Currently, external sharing is either fully enabled,  or enabled for specific domains. This is not granular enough!

Please enable a feature to prevent external sharing for all users except admins
