My referral bonus has disappeared and I'm back at 2GB of storage.
Since 2012 I had 20GB bonus space earned by referrals (16GB) and others (4GB), but recently, the system is saying I have rights for only 2GB and it did stop do sync and work fine. Does referrals bonus expire?

Does referrals bonus expire?
Referrals don't expire, but some other types of bonus space do expire. It would be listed on the same page in your screenshot.
Can you take a screenshot of your plan page, showing your usage? It should look like this:

Your screenshot shows that you have 22 GB of quota in your account, not 2 GB, and that you're currently using 21.9 GB, 5 GB of which are shared.
Are you sure that you didn't briefly exceed your limit of 22 GB?
