Absolutely agree. I love to use Paper to share presentations with clients, but it is a scrolling format and sometimes the information the client needs is at the bottom of a large document. The hover TOC is intuitive for me, because I know that it is there. But for clients, it would be great if there was a small, visible Table of Contents to help navigate the document.
An addition or alternative to this request would be to be to be able to embed the table of contents at the top of my paper, so that readers coming to the page for the first time can see an overview (without having to move mouse over the side). I thought I could just copy the list of links and paste them into the page, but it is not possible to select them (I'm assuming to them being generated on the client-side?).
