Our syncing has stopped, since our admin has left and we can't access our accounts to pay.
Our group administrator has left and we cannot even access our bill. We cannot move forward without changing our group administrator but there is no way to contact DROPBOX. Our credit card number changed and the bill was not paid and nothing is syncing. All information is sent to ex adm email in google with two part auth. which goes to her private cell phone. How can we reclaim this account when there is no way for anyone else to contact Dropbox directly.

With two-step verification enabled on the account, the only way to access the account would be with the code sent to the cell phone or another connected device, or with the emergency backup codes that were provided when two-step verification was enabled.

You can still contact Support but they likely won't provide access to the account while two-step verification is active. Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for sign in issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
