Can I view a report on how many times a file or folder has been downloaded/opened?
Is it possible to view how many times visitors have opened or downloaded your file/folder?

I'm afraid that at the moment, there's no way to have a report on how many times someone has viewed or downloaded a file you've shared.
You can see if someone is viewing or last viewed (depending on your plan) your files with viewer info.
