Read or Download Notification

I use Dropbox alot for returning photos that I shoot for theatres.  I notify them of photo availability by sending them an email with a link to the folder.

What would really help me out is to get a system notification when that person accesses the link.

    While this is not an option with shared links in Dropbox at this time, there's the Send and Track feature that could help with what you had in mind.
