Why is there a charge for someone to access a shared folder in Plus?

I have a Plus account which I upgraded to be able to share my wedding photos with family and friends. When I sent the link to the folder to my father, he was immediately asked to pay £8 and set-up his own account. Plus he's now been bombarded with emails from Dropbox.

Have I misunderstood what Dropbox can do? I don't want my family and friends to have to pay to access my wedding photos! Does this mean I now have to upgrade even more to be able to do this?

    Just for clarification, did you share a folder directly with another user, or did you share a link to the folder?

    This will help me to determine which method you used and why they were experiencing this behavior on their account.
