Dropbox says my storage is full, but it is not.
DropBox is saying that my Dropbox is FULL (3.9GiB) and in reality, my Dropbox is EMPTY!!! not even deleted items...

Have you checked your Backups page? Also, take a screenshot of your usage as shown on your Plan page and post it here. Be sure to mask any private information, if any. It should look like this:
