How to format an external SSD to APFS?

Hi, Dropbox Community.
I want to move all my Dropbox folders and files to a new external SSD attached to my MacBook Pro (High Sierra 10.13.6).
I had to use the “Disk Utility” on my Mac to erase the format type “MacOS Extended (Journaled)” because of the error “Unsupported File System.”
Erase was successful.
But, now I’m stuck. 
How do I format the external SSD to APFS? What are the steps?
