Why does the Android app not allow to sync arbitrary folders to Android?
Apparently one needs a 3rd party app for this rather basic task: if I want to sync a folder or tree to Android, the Dropbox app is not able to do that. For a cloud storage service, I think the ability to sync folders to the main platforms is essential. This works in Windows (and with some limitations in Linux), but apparently not in Android.

The mobile apps aren't full sync clients like the desktop apps are. The mobile apps are a way to view the contents of your account and upload or download a file as needed.

You just confirmed what I see as a lack of functionality, but I think it is not an absurd request to ask a cloud storage provider to support folder syncing with the most used platforms.
There is no good reason really to restrict it to desktop platforms only.

This is following multiple threads where people complained on Android not being able to sync files as on Windows/MacOS.
Android is since many years also a desktop OS and I daily use it on my Samsung Tab as my Windows substitute. Sadly I still can't use Dropbox as I use it on Windows! The app is very "mobile" for just accessing the cloud files and it is a shame that there is no "big" tablet version with local sync!
I don t know about the iPadOS version but the Android one is very lacking. I should be able to have a mirror folder on my android and the app should upload the changed files. The App allowed that some years ago but then the feature was turned off...
