CC transcription not working for some files

I have a folder of 30 or so interviews. I wanted to use the "cc transcribe" feature to obtain a text version of the audio. I did that with success with some of the clips that showed cc was there and I could turn cc on or off. So leaving it on, I hit transcribe and got my transcription. But when I tried to do this with clips with different labels the "cc" was suddenly unavailable and I could not transcribe. Does anyone know why this is. All the clips were uploaded from the same computer and came from the same camera. Need help. Can cc be added to clips or is the labeling wrong or is there a setting that needs to change?
