Welcome to our Community, MinToh!
If the account of the other shared folder member is full, it's normal that they can't add/sync new files to the folder.
When someone has edit access to a folder, they also need enough space on their account to add files.
So in this case, they will need to free up some space on their account and then they can add the files for you to be able to access them.
I hope this helps, but if you have any questions or if I misunderstood your issue, please let me know.
Thanks!
