I can't see my files on new devices and I might have a second account
I have a new computer and a new phone.
When I log in to Dropbox, I don't see most of my files.
It is possible that I have 2 accounts, but am unable to log into the other email because it's not active anymore.
I need access to my files.
Please help.

If you have a second account tied to an inactive email and you're unable to sign in because it's sending a code to that email, then you may be out of luck. You need to maintain an active email address so you can receive one-time security codes or password resets, needed to sign in.
You can try contacting Support to see if they can help, but they may not be able to. To contact Support, visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for sign in issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
